Singapore's Immigration Act 1959 defines the legal framework governing the entry and exit of persons. Every foreign national must use authorised channels and possess appropriate immigration and travel documents. Non citizens are required to hold a valid pass or permit before remaining in Singapore, and must comply with the conditions attached to those passes or permits. Singapore welcomes immigrants at a measured pace to moderate the impact of an ageing population and low birth rates. Immigration policy evaluates family ties to Singaporeans, economic contributions, qualifications, age, and family profile to assess an applicant's ability to contribute, integrate and sink roots. A Whole of Government approach supports integration of new citizens, Permanent Residents and other foreigners, exemplified by the Singapore Citizenship Journey for newly naturalised citizens. These initiatives foster social cohesion and long term resilience.
