Definitions

Data refer to the average percentage of attributes of 15 core capacities from the State Party Self-Assessment Annual Reporting Tool (SPAR) developed by World Health Organisation (WHO), as part of WHO's International Health Regulations (IHR) Monitoring and Evaluation Framework.

Concepts

Core capacity refers to the essential public health capacity that States Parties are required to have in place throughout their territories pursuant to Articles 5 and 12, and Annex 1A of the IHR (2005) requirements by the year 2012.

Computational Method

(Sum of capability levels attained by all 15 core capacities) / 15, where
(i) The capability level of each core capacity is expressed as the average score of all indicator levels under the specified core capacity.
(ii) The level of each indicator based on the "1 to 5" performance scale which will be converted to percentage terms.
For example, in the case of a core capacity with 2 indicators: if a country selects level 3 for the first indicator and level 4 for the second indicator, then the respective score of indicator level will be expressed as 3/5*100=60% and 4/5*100=80%, while the score of core capacity level will be computed as (60+80)/2=70%.

Data Collection

WHO receives data sent by each State Party from the Official IHR National Focal Point via the electronic State Parties Self-Assessment Annual Reporting Tool (e-SPAR). WHO reviews the data before the final report to the World Health Assembly is produced and published.
