Definitions

Data refer to the proportion of residents (i.e., Singapore citizens and permanent residents) aged 17-19 years with Highest Qualification Attained (HQA) 'Primary & Above' for Primary Completion Rate, aged 19-21 years with HQA 'Lower Secondary & Above' for Lower Secondary Completion Rate, and aged 21-23 years with HQA 'Secondary & Above' for Upper Secondary Completion Rate.

Concepts

The age groups used in the indicator for each level of education are to account for delays in student progression.

Computational Method

(1) Primary education: (Number of residents aged 17-19 years, with highest qualification attained of 'Primary & Above') / (Number of residents aged 17-19 years) x 100%
(2) Lower secondary education: (Number of residents aged 19-21 years, with highest qualification attained of 'Lower Secondary & Above') / (Number of residents aged 19-21 years) x 100%
(3) Upper secondary education: (Number of residents aged 21-23 years, with highest qualification attained of 'Secondary & Above') / (Number of residents aged 21-23 years) x 100%
As information on highest qualification attained is not available for full-time students for 2000, 2005, 2010 and 2020, it is estimated based on the level of education attending (LEA) where those with LEA 'Secondary & Above' are assumed to have HQA 'Primary & Above', while those with LEA 'Post-Secondary (Non-tertiary) & Above' are assumed to have HQA 'Secondary & Above'. The proportions of resident population with HQA 'Lower Sec & Above' for these years are not available as further breakdown of Secondary LEA was not collected.
